Li Junkai Delivered a Keynote Report

The Seminar on Strengthen the Internationalisation of S&T to Promote an Open Innovation Ecosystem in Asia-Pacific Region was successfully held in Shenzhen on November 13-14, 2025. Li Junkai, Secretary-General of the Zhongguancun Global High-level Think Tank Alliance (ZGCTA) and Director of the International and Regional Cooperation Center of the Beijing Academy of Science and Technology (BJAST), was invited to deliver a keynote report.

This event, hosted by the National Center for Science & Technology Evaluation of the Ministry of Science and Technology, and organized by the China Association of Science and Technology Evaluation and the Shenzhen Center for International Exchange of Personnel, attracted government officials, experts, scholars, business and institutional representatives from multiple APEC economies, including China, Peru, Mexico, Japan, Singapore, Malaysia, Thailand, Indonesia and Vietnam. With a focus on the path of international science & technology development and the construction of an open innovation ecosystem, it conducted in-depth exchanges and discussions on topics such as the research on Asia-Pacific Open Innovation Index, science & technology cooperation and practices among economies, and the opportunities and challenges of cutting-edge technologies.

Li Junkai delivered a keynote report, Deeply Integrated into the APEC Network to Promote Asia-Pacific Science & Technology Innovation, in which she shared ZGCTA’s philosophy and practices in promoting science & technology exchange and cooperation in the Asia-Pacific region. She pointed out that as a multilateral exchange and cooperation platform initiated by BJAST, ZGCTA has consistently taken APEC cooperation as an important tool for international science & technology exchange since its inception. Thanks to a three-step strategy of “event participation - research output - project implementation,” it has gradually transformed from a “participant” to a “contributor.”

2026 is the APEC China Year while ZGCTA plans to leverage APEC funded projects to enhance the digital literacy of women in the Asia-Pacific region, preparing for and hosting academic seminars and online training, and refining initiatives to transform China’s practical experience into regional public goods, according to Li Junkai.

ZGCTA will further enhance its cooperation with governments, think tanks and enterprises in APEC economies, prioritizing cutting-edge technologies and inclusive innovation. Fulfilling its role as a bridge and providing intellectual support, it will contribute strength from think tanks to an open innovation ecosystem in the Asia-Pacific region and the global science & technology governance.
